Inside direct message
When you check in the direct message you can see if they’re online or not. This is however possible if there is a message thread between the two accounts. If there is no direct message thread between the two accounts, you can’t access the user to check their online activity.
You might consider sending a random message to get their response so that whenever you want to check their online status you can always open and see their status.
The advantage of using the direct message thread is that even if they’re not online, you’ll be able to see their last seen’ status. Meaning that you’ll see the last time they’re online.
You’ll see something like “Active 10 minutes”, or “Active 1h ago”. Even though they’re not online, you have an idea of the last time they were online.
When they’re online, you’ll also be able to see if they’re currently typing a message to you, you’ll notice the “Typing” message. This means they currently want to send you a message, you can hold on for a few minutes to receive and respond to the message on time.

Who Can See If You’re Online
Everyone you’re following
Every account following you on Instagram can see whether you’re online or not using the green dot icon. Users you have a conversation with in the DM

There is no DM thread between the two accounts

The user is running a private Instagram account
You’re open to interacting with public accounts on Instagram without any permission from the user. When you follow a public account, your follow request is automatically approved and you don’t even need to be a follower of a public account before you can see their content and comment on it.
For private accounts on the other, everything is hidden on their profile and you won’t see their profile in the recommendation area nor their content will show up on the Instagram search.
This also holds for viewing their last seen activity status, you have to become their follower which they have to approve in the first place before you can view their posts, stories, or their activity status.

Chances are if they don’t know you, they will not approve your follow request, but mentioning online sources that have your profile and content will help you earn their trust.
Internet connection problems
Whether you’re using your browser or the app and you notice that the last seen activity isn’t showing up, it means you’re disconnected from the network. Even if the last seen status is displayed, it won’t be correct. You have to get back online before the system updates you with their status.
You should switch between networks, if you’re using Wi-Fi, you can use your mobile data and vice versa. Also, if you’re connecting online with mobile data, you should consider checking your subscription to ensure it’s still active and not exhausted.
Instagram app has technical problems
When the Instagram app has technical problems, it cannot communicate properly with Instagram servers. Every update will be sent by the Instagram servers including the activity status of all accounts.

The limit for activity status display is exceeded
Instagram only shows activity status for the first 25 users in your DM, these are the recent accounts you had a conversation within the DM and as you scroll down past the 25th user, you find that you cannot see their last activity status on Instagram.
If you want to bring any user to the top of the list, you should consider sending them a private message. After sending them a message, the thread will be placed at the top and you can now check the last seen activity status inside the conversation thread.
